Quebec-selected skilled workers
This program is for skilled workers who want to become permanent residents of Canada and live in Quebec.
Quebec has a special agreement on immigration with the Government of Canada. This means you need to apply to Quebec before you apply for permanent residence.
Eligibility
- You can apply as a Quebec-selected skilled worker if you hold a Quebec Selection Certificate (Certificat de sélection du Québec) from the Government of Quebec.
- Submit a complete permanent residence application, including police certificates

On November 29, 2024, the Programme de sélection des travailleurs qualifiés – PSTQ (Skilled Worker Selection Program) replaced the Programme de sélection des travailleurs qualifiés – PSTQ (Skilled Worker Selection Program).

Individuals who expressed an interest in immigrating to Québec before November 29, 2024 may update their declaration of interest. This update is required in order to receive an invitation under the PSTQ once the temporary suspension of invitations has been lifted.

This suspension of invitations will apply until June 30, 2025, at the latest, i.e., until the guidelines for the next multi-annual immigration plan are announced
Program Overview
This program is intended for you if you want to settle in Québec permanently and work. Under this program, you must first declare your interest in immigrating to Québec as a skilled worker by completing a declaration of interest in Arrima. It will then be entered into the bank of declarations of interest, and your profile will be scored according to a system based on various criteria. If your profile scores the required number of points and matches the criteria sought by Québec, you may receive an invitation to apply for permanent selection. Quebec Provincial Nominee Program for Self-Employed Business Immigration
The Quebec Self-Employed Business category allows qualified businessmen to obtain a Canada immigration Visa (for permanent residency) and successfully establish themselves in Quebec by practicing any business activity.
Eligibility
- You must have legally obtained verifiable net worth of at least C$100,000 along with, where applicable, your married or common-law spouse provided he or she is accompanying you
- You must have an experience of at least 2 years as a self-employed worker in the business field you plan to practice in Québec.
- Your and your spouse’s age, where applicable
- The nature and duration of your academic and professional training
- Your language skills, personal qualities and knowledge about Québec.
